Chiharu Kashima, leader of the Crisis Countermeasures Division within the Wizard Bureaus, possesses magical abilities. At a bar, she encounters Toyohi Utsumi, who expresses admiration for her dream of becoming a wizard. Despite initial shock, Kashima discovers that Toyohi has fallen in love with her specifically as the Wizard Captain, not just for her powers.
