The ancient prophecy foretells a day when the titans of ice, lightning, and fire will be disturbed. This event will cause Lugia, the guardian of the sea, to rise up and restore equilibrium. Inspired by these words, Gelardan, a Pokémon collector, embarks on an airship with a nefarious plan to seize Lugia by pursuing these three titans. After executing his scheme, drastic climate change ensues as violent storms erupt worldwide. One such tempest leads the ship carrying Satoshi, Kasumi, and Kenji off course and onto Earthia Island. Upon arrival, Satoshi learns of the prophecy and his role as the chosen one who will assist Lugia in restoring balance to the world. With the future of humanity hanging in the balance, Satoshi must summon the fortitude to confront the turmoil threatening to shatter everything and thwart Gelardan's machinations.

The film chronologically takes place after episode 107 of Pokemon.
