A young girl named Rieko lives with her deaf and mute parents and her younger sister. She enjoys drawing cartoons and comics that make people happy, and often doodles comic strips of Bomberman and his friends in her notebooks. One night, an earthquake strikes the city, leaving their neighborhood in ruins. Rieko and her family seek refuge at a shelter, but due to their parents' inability to hear and speak, there are misunderstandings and conflicts among the workers.
Rieko helps resolve these issues while also keeping an eye on her younger sister. With support from volunteer worker Kyoko, an older girl from Tokyo, the community within the shelter begins to understand each other better. Rieko entertains the younger children with her drawings of Bomberman characters, including a comic strip where the heroes and villains put aside their differences to help each other when the battle arena collapses on top of them.
The film ends with a public safety video from the Bomberman gang, offering tips on how to protect yourself during an earthquake and how to evacuate safely if needed. Despite being heavily branded in the marketing materials, the Bomberman content is surprisingly minimal. Rieko creates comic strips of Bomberman and his friends to entertain her younger sister and other children at the shelter, leading into animated vignettes with the cast of Super Bomberman 3; these three segments amount to only three minutes.
