After learning that an industrial factory may be constructed near his hometown's famous river in Ohitoyo, Migita Sotetsu returns home to change the minds of those responsible for the proposal. Although half of the town supports building a mill, the other half fears pollution and contamination of their cherished river. Recognizing Ohitoyos financial struggles over the past few decades, Sotetsu believes that the town needs an independent economic system rather than relying on a factory to stimulate its economy. During this time, he discovers an android-like being named Hachiroku while sifting through his late adoptive father's possessions. Despite being inanimate, Sotetsu and Hachiroku form a deep bond and work together to restore Ohitoyo to its former glory.
