To decrease the chances of sexual offenses occurring in Japan, a renowned all-male institution employs young females for its students' relief. Several reasons exist for these girls being thrust into this unique profession, including financial difficulties and punishment for criminal acts. These women are treated as nothing more than government-funded commodities, with their clothing removed and identification limited to their assigned number. Nakagawa typically disregards everyone at school; however, his perspective shifts when he develops a romantic relationship with the girl referred to as Number 3. Since interactions between students and girls are prohibited, the couple decides to meet on the rooftop of the school in secret. They spend their days together concealed from prying eyes, and Nakagawa gains insight into both Number 3 and the dark reality behind this contentious program.
