Phantom Master: Dark Hero from the Ruined Empire, Blade of the Phantom Master, 新暗行御史

A bitter warrior named Munsu wandered through the desert for days until he became lost and unable to continue. His life was unexpectedly saved by Mon-ryon, a young man with dreams of becoming a secret agent for Jushin, a once-great country that had recently been destroyed. Mon-ryons goal was to rescue his girlfriend Chunhyan, who was held captive by the evil Lord Byonand. However, while on their way to save her, Mon-ryon was fatally wounded by the Sarinjas, a cannibalistic breed of desert goblins. Munsu convinced these beasts to spare his life in exchange for Mon-ryons corpse. Although skeptical of Mon-ryons motives, Munsu continued the mission that he had described and was accompanied by an army of ghost troops, unleashed using the powers of Angyo Onshi. Together, they liberated Chunhyan from her captors and visited Mon-ryons final resting place before setting out on a mission to punish those who had stripped Jushin of its original glory.
