The story follows Nobita and his companions during a summer vacation in the Pacific Ocean. Jaian and Suneo use Doraemons underwater vehicle to travel through the Atlantic Ocean in search of treasure. However, their journey is cut short when they realize that the environment gun used by Doraemon to protect them is running low on energy, leaving them vulnerable to the sea. They are rescued by marine creatures before being captured by inhabitants of Mu's underwater kingdom. It is revealed that Atlantis, now controlled by robots, was planning to destroy Earth with nuclear weapons after mistaking a volcano eruption for an invasion. With the help of a young boy from Mu, Nobita and his friends attempt to stop the robots but are captured. In their darkest hour, Doraemons underwater vehicle sacrifices itself to destroy the computer controlling all the robots and nuclear weapons. After returning to Mu, Nobita and his companions are celebrated as heroes.
