Tokyo's Shibuya district is buzzing with excitement during Halloween season. At Shibuya Hikarie, Sato is wearing a wedding dress while others watch the ceremony, including Conan and other guests. Suddenly, an attacker enters and injures Takagi who was trying to protect Sato. Despite surviving, Takagi's injuries leave him shaken. In Satos mind, she sees the image of the grim reaper that she had seen when Jinpei Matsuda, whom she loved, died in a series of bombings three years ago. Meanwhile, the perpetrator who carried out those bombings escapes from prison. Rei Furuya/Toru Amuro, a member of public safety police, is searching for the man responsible for killing his classmate. However, just as he's about to catch up with him, an unknown person in disguise puts a collar bomb on him. Conan visits the underground shelter where Amuro is hiding out and disarms the bomb. While investigating this incident, they discover that three years ago, Amuros classmates from the police academy encountered an unidentified virtual bomber named "Plamya" in Shibuya. As they dig deeper into the case, a dark shadow begins to loom over them.
