On one occasion, Nobita discovers a tiny spacecraft that releases Papi, a diminutive humanoid extraterrestrial hailing from 'Pirika.' Initially taken aback by Papi's minuscule form, Doraemon and his companions are later able to shrink with the aid of "Small Light." Despite this, Papi's pursuing whale battleship attacks Doraemon and Nobita in an attempt to capture him. Feeling responsible for endangering everyone, Papi admits fault but resolves to defend Pirika and himself against the PCIA army. In response, Doraemon and his friends journey to Pirika in order to safeguard Papi and his home planet.

This work is a remake of Doraemon Movie 06: Nobita no Little Star Wars released in 1985.
