In Tokyo Bay's 24th Ward, residents enjoy a high level of safety due to the Hazard Cast surveillance system. This system predicts accidents and provides immediate assistance to victims. However, it cannot anticipate the specific nature of these incidents or prevent them from occurring. The tragic limitations of this system were experienced by Ran Akagi, Kouki Suidou, and Shuuta Aoi, known as "RGB" because of their hair color. When Asami, Suidous sister, passed away in a fire at her high school, Shuuta felt responsible for not being able to save her. Meanwhile, Ran pursued his dream of becoming a famous street artist, while Kouki worked in the Hazard Cast intervention unit. One year later, the RGB trio received mysterious phone calls from an unknown source. They heard Asamis voice and were shown images of potential future outcomes. The callers presented them with two grim alternatives: either they would all die or one of them would sacrifice themselves to save the others. Unwilling to accept predetermined outcomes, the friends decided to confront this challenge head-on, marking the beginning of a series of difficult decisions that they would have to make in order to protect the 24th Ward and its residents.
