Despite all his attempts, Takemichi Hanagaki fails to prevent Hinata Tachibana's death in the present day despite his best efforts to change the past. Although Tokyo Manji was initially led by Manjirou "Mikey" Sano with good intentions, it is now under the control of Tetta Kisaki who has abandoned its original optimistic goals. Despite feeling hopeless, Takemichi goes back in time again to investigate Black Dragon, a rival gang whose actions led to Hinata's death. There he meets Hakkai Shiba, a fellow gang member whose older brother Taiju rules Black Dragon with brutality. When Taiju beats Takemichi in a one-sided street fight, Hakkai tries to leave Tokyo Manji in apology, which Takemichi prevents to save Hakkai from a grim future. Through shared tragedy, Takemichi forms a close bond with Chifuyu Matsuno, establishing a much-needed camaraderie for both boys. With Chifuyu by his side, Takemichi works to uncover the fates of Black Dragon's members and create a happy future for his loved ones.
Tokyo Revengers: Seiya Kessen-hen was released on Blu-ray and DVD in three volumes from March 15, 2023, to May 24, 2023.
