In Obake Town, anything can transform into anything else. Anpanman and his friends receive an invitation to attend the Bakeru Carnival, where they will showcase their transforming abilities for entertainment purposes. However, one resident of the town named Dororin lacks these skills and feels left out of the fun. He meets Cream Panda and they become friends. Together, they embark on a quest to find the Black Cape, which rumors say holds the world's greatest power of transformation. Meanwhile, Baikinman also seeks the cloak for his own selfish purposes of ruling over the town. Now it falls upon Anpanman, Cream Panda, and Dororin to protect their beloved Obake Town from Baikinman's evil plans.
