In 1931, during the Meiji era's 64th year, the Tokugawa Shogunate still held power. This marked a time when Japan was transitioning from an Edo period to a more advanced society. At this time, the government had a monopoly on the "Dragon Vein," which they used to further their goals. Meanwhile, Nue, a group of elite executioners, were tasked with protecting the Shogunate against Kuchinawa, a rebel organization.
Sawa Yukimura owned and managed Tsuyukasa Bookshop, but she had a secret desire for revenge against the man who killed her tribe and family. She possessed a special ability due to her blue blood, which allowed her to transform. Sawa joined Nue in search of information about Janome, the leader of Kuchinawa, with the intention of taking revenge on him.
