Two transfer students named Takashi Mitsuhashi and Shinji Itou are dissatisfied with their monotonous routine and lack of popularity at their previous school. They see their arrival at a new institution as an opportunity to transform their image and become delinquents. However, their contrasting personalities clash initially, with Takashi being mischievous and Shinji upholding justice. Despite this, they soon develop a close friendship and embark on numerous misadventures together in pursuit of becoming the most notorious delinquents in Japan.
