In the year 336 of the Space Century on Sieren's planet Innex, Flora Rain, who is blind, works at an elementary school. She enjoys a peaceful life in the town and is loved by her students, principal, and all its inhabitants. One day, she meets Locke, a youth with superpowers who hides them well and appears ordinary. Major Caliann from the Military visits Flora and requests her assistance in investigating Lordleon, a space pirate who attacked Astoria Concern along with his crew. Although Great Georg, the chairman of Astoria Concern, did not report the incident to the Union, it was aware of the attacks and decided to investigate them with Locke's help.
