In Tokyo, there occurs an unusual snowstorm that catches the attention of the Sailor Senshi. Upon investigation, they discover that an evil snow queen named Kaguya seeks to freeze the entire earth. The task falls upon the Inner Sailor Senshi and the Outers to defeat this malevolent force. Meanwhile, Luna develops romantic feelings for a human astronomer called Kakeru, whose girlfriend is set to embark on a space shuttle mission. As Kakeru becomes unwell, Luna wishes she could transform into a human to aid him in his time of need.
