Tokio discovers a two-month-old kitten named Chibi-neko who has been abandoned by her previous owners. Despite his mother's allergy and fear of cats, she allows him to keep the kitten because she is concerned about his mental health after failing his university entrance exams. Although Chibi-neko thinks she can communicate with humans in human language, no one else seems to understand her except for hearing her meow. She believes that all people were once like her and dream of a place called Cottonland where their wishes come true. A stray cat tells Chibi-neko about this paradise.
