In the future, there will be increasing conflict between Japan and China. The greatest achievement of humanity is the new city built on top of the ocean, known as Ocean Techno Polis. One day, a Taiwanese submarine sinks and then the entire city disappears into the depths of the sea. Kurase, one of the engineers responsible for building Ocean Techno Polis, must rush to save his loved ones. On his journey, he encounters obstacles from the Japanese navy trying to conceal their own information, and uncovers the reason behind the sinking of the city.
