In Edo, there lived a renowned firefighter named Matsunaga Gengo, also known as "The Fire-eating Bird". Despite his past successes with the fire brigade, Gengo had retired for reasons unknown. However, he soon received an invitation from the Shinjo clan to serve as their firefighter. Although their team lacked funding and personnel, Gengo accepted the challenge with encouragement from his wife Miyuki. Gengo and his friends, each with their own unique traits, worked tirelessly to save lives despite being ridiculed as "ragged steeplejacks" (the 'Boro-Tobi-Gumi'). Meanwhile, in Edo, there were several suspicious fires that occurred under mysterious circumstances, which were referred to as "foxfires".
