On live television, Mina Tepes, the leader of all vampires, announces to the world that her species exists and reveals her plan to establish a sanctuary for them in Japan called the Vampire Bund. To finance this project, she uses her family's wealth to pay off the country's debt, allowing her to build a safe haven for her fellow creatures of the night. However, not everyone is convinced by Mina's intentions, as her declaration causes conflict with humans who believe that her quest for peace is merely a disguise.
