On live television, Mina Tepes, the leader of all vampires, announces to the world that her species exists and reveals her plan to establish a sanctuary for them in Japan called the Vampire Bund. To finance this project, she uses her family's wealth to pay off the country's debt, allowing her to build a safe haven for her fellow creatures of the night. However, not everyone is convinced by Mina's intentions, as her declaration causes conflict with humans who believe that her quest for peace is merely a disguise. Akira Kaburagi does not believe in vampires and becomes uncomfortable whenever they are mentioned. Despite suffering from a head injury a year ago, he lives happily until he encounters Mina. She awakens memories within him of a past life he had forgotten, causing him to protect her without understanding why. However, Akira's secret is far more bizarre than he could have imagined; he discovers that he is a werewolf, destined from birth to safeguard the vampire queen, even if it means sacrificing his own life.
