The anime is inspired by a Japanese tale that was influenced by the Chinese novel Suikoden. In this story, a group of outlaws are granted clemency to battle foreign enemies and rebels. The Tenpou Suidoken adaptation takes place in Tonosho, Chiba Prefecture, and focuses on Sasagawa no Shigezou and Iioka Sukegorou's chivalric battles.
