Rinka Urushiba is a part-time waitress whose father is unemployed. She leads a relatively normal life in Tokyo until she sees a flying penguin one day, which leads her to encounter more surprises like flying goldfish and another person who can also see these strange things. After passing out when a goldfish phases through her, Rinka wakes up with the ability to phase her body through solid matter. However, this new power comes with a side effect: her hair turns white whenever she uses it. Despite her reservations, Rinka decides to use her abilities for good and becomes Tokyo's new hero, known as the "White Girl." Alongside Kyoutarou, who gained teleportation powers, Rinka fights other espers with less noble intentions while righting the wrongs in the city.
