In 2039, global warming led to rising sea levels, resulting in significant land loss. To teach humanity a lesson, a powerful fleet of warships with advanced weaponry emerged and defeated naval forces worldwide. These ships were called the Fleet of Fog and each had a unique "Mental Model," which was a humanoid avatar representing the ship's heart or "Union Core." Despite their different personalities, all Mental Models followed an unknown authority known as the Admiralty Code. The code implemented a blockade to prevent humans from traveling across the sea. Seventeen years later, Gunzou Chihaya discovered I-401 and its Mental Model, Iona, who joined forces with mankind for reasons that remain unclear. With this newfound hope of achieving peace, Gunzou formed a group of privateers called Blue Steel, as they embarked on a dangerous journey to challenge the power of the Fleet of Fog.

Episode 1 was previewed at a screening in Oosaka on September 21, 2013. Regular broadcasting began on October 8, 2013.
