Despite peace being restored in Ikebukuro, strange happenings have become commonplace around the city. One such occurrence is the police's relentless pursuit of Celty Sturluson, known as the Headless Rider. Additionally, a large bounty has been placed on her head, which has motivated gang members to search for the supernatural creature. Meanwhile, Mikado Ryuugamine encounters Aoba Kuronuma, an enigmatic underclassman with unclear intentions, who reveals that he knows Mikados true identity. However, Ikebukuro's tranquility is short-lived as a new threat emerges in the form of "Hollywood," a murderer known for wearing different masks each time they commit crimes. As these events become increasingly interconnected, Ikebukuro faces another conflict that threatens to engulf the entire city in turmoil.
