As World War II approached, obtaining intelligence on other countries' social and economic situations became increasingly valuable. In response, Japan established a new spy organization called the "D Agency" with the goal of acquiring this vital resource. Under the leadership of Lieutenant Colonel Yuuki, eight agents were assigned to infiltrate and observe some of the world's most powerful nations, reporting on any developments related to the war. To carry out these dangerous missions, these men underwent rigorous training to survive in extreme conditions and studied a wide range of fields such as communications and languages. However, their greatest strength lay in their ability to manipulate people in order to obtain the information necessary to give Japan an advantage over its enemies.

The series was awarded the 2016 Nogizaka46 Award (a Monthly Newtype Joint Special Award).
