In Tokyo's newly formed Shiniki district, Zen Seizaki is a dedicated public prosecutor at the Tokyo District Public Prosecutors Office. He is assigned to investigate Japan Supiri, a pharmaceutical company that provided false clinical research on their new drug. Along with his assistant officer Atsuhiko Fumio, Zen delves into Shin Inaba's file, an anesthesiologist linked to the crime. However, things take a dark turn when he finds a page stained with blood, hair, and skin, along with the letter "F" scrawled across it. As Zen investigates further, the case becomes increasingly complex, testing his sense of justice and knowledge of truth. He uncovers a hidden plot behind the ongoing mayoral election and ties to many people of interest involved in the election, as well as those closer than he thought. The investigation grows more severe, propelling Zen into an unexpected whirlwind of corruption and deceit surrounding the election, the establishment of Shiniki district, and the mysterious woman associated with it all.
