Detective Sonia Summers has been moved from her previous location to Libra, a city divided into two sections - "the Upper," where wealth and politics reside, and "the Outside," home to crime, corruption, supernatural occurrences involving monsters or youkai. Each case she works on seems to link the mysterious creatures that inhabit this region. Sonia encounters three unique humanoid youkai - Bem, Bela, and Belo - who aim to safeguard humans against malevolent youkai while battling against them. As "Youkai-Ningen," they are shunned by other youkai due to their human-like lifestyles, and rejected and mistreated by humans when they reveal their true forms. Despite facing numerous challenges, these Youkai-Ningen covertly dwell among humans, pursuing their aspiration of one day transforming into fully human beings.
