In Tokyo, there is a harmonious coexistence between supernatural beings such as elves, dwarves, vampires, and humans. Despite history suggesting that dragons once ruled over this world, they have vanished. As a result, a nefarious organization known as "Nine" seeks to harness the miraculous powers of former dragon lords, causing chaos in Tokyo's streets through mass killings and destruction. To combat Nine, the police establish Special 7, an elite group comprising highly skilled professionals with extraordinary abilities beyond human capabilities. During a bank robbery that escalates into a hostage crisis, Seiji Nanatsuki, a newly appointed detective, encounters Shiori Ichinose of Special 7 while assisting in resolving the situation.
