In 1941, one year after Sotetsu Genan's defeat, Captain Seijuurou Kamiyama of Japan's Imperial Combat Revues Flower Division embarked on a secret mission in Tokyo. During this time, Sakura Amamiya temporarily took command while Kamiyama was away.
Later, an incident occurred in Europe that led to Kamiyama taking a young Russian girl named Klara M. Ruzhkova and leaving her under the care of the Flower Division. However, Valery Kaminski, captain of Moscow's Combat Revue, was sent on a mission to retrieve Klara from Tokyo. As a result, the Flower Division had to stop him from taking Klara away.
