In recent years, Yokohama has become a lawless district for biker gangs. Among these gangs is the "Crazy Babies," led by 17-year-old Hiromi Katayama, who is known throughout the Kanagawa alliance as a strong fighter with a devout sense of morality. When Toshi Ikeda, a young rookie, wants to join the Crazy Babies, he swears to Katayama that he will uphold the ideals of the gang and not fight anyone during his first probationary month or risk losing his chance to become a member. However, Ikeda's fiery personality soon gets him caught in the middle of a fight between the Kanagawa-based Crazy Babies and the dangerous Nagoya-based group known as The Dragon Star Crew, who are looking to take over Kanto. Can Katayama defend Yokohama from these encroaching hoodlums?
