During their travels through Johto, Satoshi and his companions visit Altomare, a city on an island that hosts an annual race known as the Pokémon Water Race. While Takeshi and Kasumi enjoy themselves, strange occurrences begin to happen to Satoshi. He loses the water race, witnesses women attacking a girl with their Pokémon, and despite saving her, the girl later denies ever having seen him or Pikachu before. However, Satoshi's confusion is cleared up when he learns that the girl he saved was actually a Pokémon named Latias who likes to disguise herself as her human friend, Kanon. Along with another Pokémon called Latios and a mystical blue sphere known as the Soul Dew, Latias and Latios are referred to as the Eon Pokémon and inhabit Altomare. An ancient legend about Altomare is closely tied to the Eon Pokémon and the Soul Dew, which is well-known among locals and even the thieves who attempt to capture both the Eon Pokémon and the Soul Dew. As a result, Satoshi must act in order to prevent the thieves from causing disaster to Altomare.
