The world has been divided into two halves by a massive wall in order to prevent an outbreak of "Dark mist". To accommodate those affected, artificial cities known as "Arks" were constructed. Shido Enishi is a private detective working at the ninth Ark. On one day, he was tasked with capturing a thief. However, this seemingly straightforward assignment soon led him to uncover a vast conspiracy.
