In Shahalta, a small European city-state floating high in the air with minimal contact with the outside world for many years, there's a government transition from monarchy to republic. To commemorate this event, a national treasure exhibition is taking place. Lupin attempts to gain access to the royal treasures by infiltrating the exhibition, but first, sky pirates steal them.
