In a future where technology has advanced to its peak level, humanity's civilization has reached its ultimate form through the internet. However, an infection in the past caused automated systems to malfunction and resulted in a multi-leveled city structure that replicates itself infinitely in all directions. Now, humans have lost control over these cities and are being hunted down by the Safeguard defense system. In a small corner of this city lies the Electro-Fishers enclave, which is facing extinction due to both the threat of the Safeguard and dwindling food supplies. A young girl named Zuru embarks on a journey to find food for her village, unknowingly causing doom when an observation tower detects her presence and summons a pack of Safeguards to eliminate the threat. With all escape routes blocked and her companions dead, only Killy the Wanderer can save her by arriving suddenly with his quest for Net Terminal Genes, which are crucial in restoring order to the world.
Blame! is based on Tsutomu Nihei's manga series of the same title and tells an alternate story than that of the manga. Written by Nihei, the film's plot is a composite of multiple story elements from the original manga.
