An elderly man named Rao aims to liberate the people of Sand Land from the tyranny of the kings pocket. Previously known as General Shiba, Rao vanished after his troops perished years ago while attempting to destroy a weapon on the king's orders. As he journeys with Beelzebub and Thief, he discovers that the weapon was intended to produce water instead. Filled with remorse for being deceived, Rao resolves to bring down the king and assist those whose families suffered as a result of his actions.
