A soldier who was once part of the Scout Regiment and previously commanded the Garrison, as well as having participated in the Raid on Liberio. He expressed his frustration with being seen as a recruit by saying, "I already told you, I'm not just a recruit! I don't need the Garrison now or those overpaid jerks in charge!" while speaking to Jean Horseman.

During the raid as the Survey Corps makes its retreat via airship, Lobov elects to wait outside of the ship and make sure that all of the Corps soldie
