Matsuya, who joins the Department of City Security, possesses both beauty and intelligence. Her pragmatic nature and fierce independence set her apart from others. Despite Iwata's frequent leers and advances, she skillfully fends him off with ease. The manga reveals that they were once college classmates, and though she harbors some genuine affection for him, she is embarrassed by it. As the series progresses, Matsuya becomes closer to Iwata, striking him less frequently than usual. She only does so when he behaves foolishly, such as trying to locate Excel by telling a young woman that he's searching for "naked women." Additionally, she is one of the few individuals in the series who possesses any sense whatsoever.
