Kinogasa is a high-ranking official at Hakone Checkpoint who enjoys carrying out executions. He comes from a wealthy family in Edo, which has spoiled him. In his first appearance, he arrests Mugen, Jin, and Fuu for using fake passes, sentences them to death after executing an innocent man on an outstanding warrant, and orders Yamane to send Mugen's head to the governor of Kyoto. He then demands that Jin and Fuu be executed if Mugen does not return on time. However, before the execution can take place, Kinogasa gets stoned and ends up rolling around laughing and crying.
