Godwin serves as the leader of Yliaster and Neo Domino City's chief public maintenance officer. He seeks to use the Crimson Dragon to bring peace to the world but has been met with skepticism about his true intentions. As a mentor, he takes Jack under his wing and uses the Fortune Cup to locate the Signers. Godwin is often characterized as an anti-hero who will do whatever it takes to achieve his goals, even if that means sacrificing others. He has shaped Neo Domino City into its current hierarchical society, where Satellite residents are viewed as inferior. Despite this, he maintains strict control over the Fortune Cup and uses it for various purposes, such as revealing Luka as a Signer after discovering she was substituting for someone else in the tournament. All these actions are aimed at preparing the Signers for their impending fate.
