Dr. Tsukumo is a young man with brown hair who wears a lab coat labeled "99." His hypothesis is that humans never landed on the moon and he intends to prove it by constructing rockets without using fossil fuels for propulsion. These custom-made rockets, known as "Wandaba Mark #," are used for research purposes. When measuring something, Dr. Tsukumo employs the traditional Japanese system of measurement, which includes units such as shaku, sun, ri, and koku.
