In chapter 31, Kiyomi first appears as Lights classmate and girlfriend. She is known for being popular and goes by the nicknames "Miss To-Oh" (English version) or "Seiso Takada" (Japanese version), which refers to her school, To-Oh University. Despite her reputation, Light notes that she is not superficial. Kiyomi makes a brief appearance alongside Lights in chapter 32 and doesn't reappear until chapter 85 when she is announced as NHN's spokesperson for Kiras message to the world. This decision was made by Mikami, who knew Kiyomi to be educated, intellectual, and civilized, making her an ideal candidate to accurately convey Kiras words in a calm and straightforward manner.
