Urouge was once a monk who lived on Skypiea, which is similar to Sabaody Archipelago's sky islands. He became a pirate and joined "The Eleven Supernovas," a group of highly skilled pirates with bounties over 100 million when the Straw Hats arrived. Despite being part of this elite group, Urouge had the lowest bounty among them. Based on his wing style, it seems he is from Bilkan, an island known for its unique architecture and technology.
