Police Chief

Kei is a character in both manga and anime who serves as the Commissioner of Police and adoptive father to Satoshi. He is known for being ruthless towards Satoshi and having an intense obsession with the Hikaris' artworks. This obsession led him to adopt their last descendant, Satoshi, and send him back to middle school to spy on Daisuke Niwa. Kei later appointed Satoshi as Chief Commander of Police and tasked him with capturing Dark even though he constantly interferes. In the anime, Kei was responsible for finding the voodoo doll known as Mio Hio and sending her to the same school as Satoshi in exchange for a magical pendant. He also enlisted Krad's help in awakening the Black Wings by searching for an Ax-like object passed down through the Hikaris family, which was later found sealed inside the Hikari Throne in Satoshi's apartment. Despite his cold demeanor, Kei had a softer side towards Satoshi, as shown once when he complimented him on his painting and thought of him before dying. The ending of the anime is uncertain, with some believing that Kei may have had past relations with Rio Hikari, Satoshi's biological mother.
