Akoya Seishu, commonly referred to as "The Executioner," is a police inspector who leads the 44th Riot Squad and serves as a secret vigilante. He is also affiliated with Wakasa Life Insurance and represented the company in the Kengan Annihilation Tournament. Akoya was one of the 13 chosen fighters for the Kengan side in the match against Purgatory, where his fight against Nicolas Le Banner ended in a tie due to Rolón Donaire's intervention. After the tournament, Akoya felt that he wasn't strong enough to enforce justice and teamed up with Kiryu Setsuna and Gaoh Ryuki to eliminate Worms.
He fought against Lu Tian and killed him after a hard fight. After he thought that he might be losing his edge. He also thought that Ryuki might be the successor for his goal
