Huang's role can be understood as that of a field supervisor, who is human and has strategic skills. Although he frequently expresses his dislike for contractors, he must work with three of them due to his position. Huang receives instructions from the Syndicate and communicates them to the rest of the team.

Spoilers:

Huang was going to run away with a girl he loved who was also a contractor, but she was killed saving Huang from being targeted by the syndicate.
