The chairman of the institute for psychiatric research, dr. seijiro inui, has expressed opposition towards using electronic devices such as the dc mini to explore patients' dreams. he believes that the realm of dreams should remain inviolable. despite his physical limitations due to a wheelchair, he enlists osanai morio's help in stealing two dc minis with the intention of discrediting dr. kōsaku tokita by implanting false delusions on innocent individuals. in doing so, he effectively transforms himself into a dream deity using the stolen devices.
