Admiral Gopp is a member of Earth Federation and serves at Jaburo prior to the One Year War. He collaborated with Tem Ray during the construction phase of Jaburo, discussing Zeons mobile worker construction. After White Base arrives at Jaburo, Bright and Mirai interact with him on multiple occasions until they are instructed by him to journey into space alongside the Tianem fleet. Gopp expresses regret over the demise of Mirais father and suggests that perhaps the war could have been averted had he not passed away.
