The character named Kagefusa is unhappy with her family's government system, while her older sister, Chifusa, supports it and goes to great lengths to maintain it. Kagefusa dislikes Chifusa because she was chosen as the Manyū successor over Kagefusa despite having a smaller chest size. At the start of both the anime and manga, Kagefusa accidentally uses the Breast Flow technique on herself, resulting in her stealing Kagefusa's breasts. After this incident, Kagefusa vows personal revenge against Chifusa by wearing an inflating bra. However, she eventually forgives Chifusa when she promises to return her breasts once she mastered the Breast Flow technique. This leads to a change in Kagefusa's attitude towards life and the Manyū, making her more relaxed and easygoing (while still being sadistic).
