It is later revealed that Azusawa aims to become a congressman himself. When he uncovers the truth about the Sybil System thanks to Arata, he decides that he would become part of the Systems components. As the Sybil System rejects him because hes not asymptomatic, Arata tries to neutralize him, and convinces the System that it would not be right to execute him. But Azusawa resists and fights back, aiming to make his hue deteriorate so that the Dominator can kill him. He ultimately fails, as Arata finally subdues him. Azusawa is later seen in prison. Azusawa manages to keep his Hue clear by making people die because of their own choices; they may survive if they choose the right options. In First Inspector, he even takes the entire Public Safety Bureau tower and apply this strategy to its residents.
