According to their code of honor, when they lose a battle, a defeated Dugong is required to become the disciple of the victor. This rule also applies to any disciples under the master's tutelage. Currently, Luffy serves as their leader due to his unintentional defeat of all Kung-Fu Dugongs. They reside in the Sandora River.
